The following actions are recommended to address to improve the planning and delivery of ESOL provision across Scotland.
Develop a National ESOL Strategy and improve effective local approaches to planning
Recommended actions include:
- establish a coherent, consistent approach to ESOL for the planning of provision across Scotland
- define the national ESOL offer for learners and providers
- implement a system to track progress against strategic aims, enabling trend analysis and informed planning
Strengthen ESOL partnerships
Recommended actions include:
- issue clear guidance on partnership purpose, scope, membership, and functions
- address gaps in collaboration that limit learner access to services
Create clear progression pathways for learners
Recommended actions include:
- map routes to higher levels of English proficiency
- support learners to re-enter careers aligned with their qualifications and experience
Increase employer engagement
Recommended actions include:
- build stronger links between ESOL provision and the labour market
- promote and support access to opportunities for learners to access jobs and careers they are qualified for, reducing unemployment and under-employment
Implement a comprehensive workforce plan
Recommended actions include:
- provide consistent support and development opportunities for ESOL staff and volunteers
- commit to long-term workforce stability to ensure high-quality learning for all learners, regardless of location
Review and simplify ESOL funding
Recommended actions include:
- address the complexity and short-term nature of current funding arrangements
- explore options for more sustainable funding models
- take steps to ensure funding is used to best effect and leads to meaningful outcomes
