Thematic review of the planning and delivery of English for speakers of other languages (ESOL) provision in Scotland

In November and December 2025, HM Inspectors undertook a thematic review of the response to the English for speakers of other languages (ESOL) crisis. During the review, HM Inspectors engaged with national organisations. They also visited six local authority areas, and associated ESOL delivery partners, primarily local colleges. This report sets out the findings from the review.
