New members appointed to the Advisory Council

His Majesty’s Inspectorate of Education (HMIE) previously announced the appointment of Sir David Bell as chair of the Advisory Council in July 2026. HMIE is now pleased to announce the appointment of the members of the Advisory Council.

His Majesty’s Chief Inspector of Education, Ruth Binks, said:

"I am absolutely delighted to have an Advisory Council which includes such a diverse array of talents, knowledge and experience. We continue to engage with stakeholders to ensure robust and appropriate learner representation, but I hope all reading this will be as pleased as I am that so many brilliant people have stepped up to form this first Advisory Council.

"I fully anticipate that HMIE and education as a whole will benefit from the advice given by the Advisory Council with the support of Sir David. I know each member already has a busy day job and that this is yet another ask of them, but I am delighted that they have taken up this opportunity and they each have my thanks. I look forward to working with them all."

As required by the Education (Scotland) Act 2025, HM Chief Inspector of Education must establish an Advisory Council. That Advisory Council is to present the Chief Inspector with advice, either on request or as the Advisory Council sees fit. The Chief Inspector and the Scottish Ministers must also consult with the Advisory Council on certain matters as set out in the Act.

The Advisory Council enhances, and does not replace, existing stakeholder engagement activity routinely undertaken by HMIE.

The Advisory Council is expected to meet quarterly, with members expected to remain on the Advisory Council for two years with the option to extend for a further two years.
