Advisory Council
The Education Scotland Act 2025 states that the Chief Inspector must establish an Advisory Council.
The Advisory Council represents the interests of:
- learners and practitioners
- parents and carers and staff members
The legislation includes specific requirements for the Chief Inspector about how to engage and respond to the advice of that Council.
We previously announced the appointment of Sir David Bell as chair of the Advisory Council in July 2026. We are now pleased to announce the appointment of the following people as members of the Advisory Council:

- Lawrence Findlay, Director of Education and Children’s Services, Aberdeenshire Council
- Dr Jaqueline Hall, Head of Apprenticeship and Skills, BAE Systems
- Professor Alma Harris, Cardiff Metropolitan University
- Valerie Henry, Headteacher (Primary), Midlothian
- Lorraine Kerr, the Scottish Assembly of Parents & Carers
